Pricing and licensing are a commercial matter, not a technical matter. 

This is an interesing reply from Uniface given that the question posed did fall under license
management – a Uniface product option based on a ‘development’ or a ‘deployment’ scenario.

Since nothing in the original post was offensive, derogative, nor revealing any
dollar amounts nor trade secrets, I must indeed say I am disapointed in the
rather revealing response from the site admin.
